On Thursday, February 11, 2021 at approximately 7:15 a.m. I was on the phone with my wife as I was driving southbound I-15. I was on the straight away approximately 5 miles from the Downey Idaho Flags West truck stop exit. The sun was coming up over the mountains, and the clouds were low in the sky.
I noticed a light on the east side of the road which I thought at first was a star. It was too bright for a star and also below the clouds. I can only guess that it was a few thousand

feet in the air and to the east towards the city of Downey Idaho. As I got closer, I noticed that this light was hovering in the air. As best as I could tell it

was not moving, and the light began to pulse.
As I got closer, the pulsating light became clearer as I could see 4 distinct lights very visible. They were brighter than LED's and were flashing one at a time moving from right to left then one at a time back. There were no towers, power lines, or any structure around the lights. I followed it with my eyes until it was directly to the east of me, and I was viewing it through my side window.
The lights simply disappeared
